At the end of the day it is probably unwise to adopt a maximalist partition-always-wrong or partition-always-right position.

What is the difference between partition and secession?

Partion = blame the bloody British.
Secession = damn, I guess I only have my neighbors to blame.

Not really. I think partition means when you are inventing new boundaries, secession is when existing boundaries take on a new significance.

Well, that's not exactly what Bose does; though I admit I did not fully capture the subtlety of his argument in my three-word summary.
