I'm working somewhere where it's all hotdesking so you have to clear your desk every night - are there places where you have to have a "clean" desk even when you're working during the day?

Yes. Though the rules usually state you have to leave the desk a certain way - there are often rules about what you can and can't have even while you are sitting at it and you can get in trouble for having something out of place even while using it. It's horrible.

Ugh, I'm already significantly less satisfied at work (and I think less productive too) because of hotdesking, not being allowed things during the day would be terrible.

Also enforcing it can be at the whim of a manager - so one person could be in trouble for an empty drinks bottle on their desk and some papers strewn about while others had sets of (cool) minions displayed around their monitors.

Yes. Hot desking makes a clean desk policy an obvious necessity/redundant step, but there are places where there is a clean desk policy, but which have not yet progressed to hot desking.

(I am using "progress" in the cancer sense of the word)

Then there are the places with hot desking, but where some regularly get in early enough to colonise "their" desk, who also flout the clean desk policy. Pot plants, special chairs, and framed photos abounding.

I'm a lean person. I HATE 5S in offices (more than absolutely necessary) and I totally disapprove of most tidy desk rules. They are a pain and only of value in situations where an office literally needs hot desking for space issues because of the time of year or an inability to expand fast enough.
Desks need a certain degree of tidy or neighbours hate working beside you. But more than that and you spend too much time just cleaning your desk.

I'm glad to have evidence from a 3rd party to support my position. I ended up in a fairly massive fight in my last work place trying to explain why it was not a good idea. And I lost to someone who liked things to LOOK right even if they weren't functional. Drove me batty.
