I am not a fan of Brexit or Conservatives but I actually think it is ok for them to take the time they need to work through this fiendishly complicated thing a bit more before they set direction. It is a better way of working than what we usually see. And I think it denotes inter alia that key stakeholders* have gone from thinking it straightforward to understanding that it is not, which is a positive development.

It's noticeable that other key stakeholders, ie Johnson and Fox clearly *don't* understand the complexities of the situation, nor are they making any progress towards doing so. Indeed Boris's wilful ignorance on the relationship between freedom of movement and access to the single market would be laughable if it wasn't so serious. Last week in an interview with Sky News he dismissed the EU's position on this as "complete baloney" not a negotiating tactic appropriate to the man in charge of the UK's relationships with the rest of the world. (I can't publicly repeat what our friend in the FCO says about him but it's not flattering.)

The way I found myself framing this in a conversation with someone else who'd read the IoG report was "if my choice is between the government staying silent and talking utter shite then I prefer the first option to the second".
